A new characteristic emerges in the Gulf War and other local wars in its wake - the outstanding role of psychological warfare. The essay holds that an organic combination of military strike and psychological warfare is an importantcharacteristic in high-tech local war and that psychological warfare has become animportant component of high-tech local war. The means of psychological warfare hasdeveloped towards high technology. The mass media has become an important information platform on which psychological warfare plays its role. It is an important subject for the PLA in current military preparations to consider and plan its strategy andpolicies of psychological warfare.
